The Washington Counties Risk Pool (WCRP) ' s interlocal agreement and bylaws require each member county' s
legislative authority to appoint one Director and at least one Alternate Director from the county' s officers or
employees .
The attached Resolution would designate the Human Resources Manager as Director and the Prosecutor-
Designated Civil Deputy as Alternate Director effective January 1 , 2013 .

5 IN THE MATTER OF CONTINUING RELATIONSHIPS WITH THE WASHINGTON
6 COUNTIES RISK POOL AND APPOINTMENTS BY WHATCOM COUNTY

8 WHEREAS, several Washington counties agreed to the creation of the Washington
9 Counties Risk Pool ("Pool"), organized and operating under Chapters 48 . 62 and 39.34 , to provide
10 to its member counties programs of joint self-insurance, joint purchasing of insurance, and join
11 contracting for or hiring of personnel to provide risk management, claims handling, and
12 administrative services; and
13
14 WHEREAS, the Pool' s Interlocal Agreement and Bylaws, and policies of its Board of
15 Directors require appointees and /or designees from each member County:
16
17 Director / Alternative Director – officers or employees of each Pool member county who are
18 appointed by and serve at the pleasure of the respective county' s legislative authority (Article 8
19 of the Interlocal Agreement and Article 2 of the Bylaws);
20 .
21 NOW, THEREFORE, BE IT RESOLVED that the Whatcom County hereby appoints the
22 Director and Alternative Director to the Washington Counties Risk Pool' s Board as follows:
