The Growth Management Act(GMA)requires the County, in conjunction with the cities, to complete the urban
growth area(UGA) review by June 2016. The GMA, County-wide Planning Policies and inter-local agreements
indicate that the UGA review process should be coordinated between the County and cities. Therefore, a
resolution relating to a schedule for joint County and city review of UGAs has been developed to facilitate
coordinated review.

RESOLUTION NO. 2013-028
RELATING TO A SCHEDULE FOR
JOINT COUNTY AND CITY REVIEW OF UGAs
WHEREAS, the Growth Management Act(GMA)requires county and city
comprehensive plans to be coordinated and consistent (RCW 36.70A.100); and
WHEREAS, the GMA requires Whatcom County and cities located in the County to
review and, if needed,update their respective comprehensive plans by June 30, 2016 (RCW
36.70A.130); and
WHEREAS, the GMA, county-wide planning policies and inter-local agreements
indicate that review of urban growth areas (UGAs) should be coordinated between the County
and the cities; and
WHEREAS, the GMA states that UGAs must be revised to accommodate the urban
growth projected to occur in the succeeding 20-year planning period by June 30, 2016 (RCW
36.70A.130); and
WHEREAS, County/city coordination of time-frames and process is needed in the review
of UGAs.
NOW, THEREFORE, BE IT RESOLVED that the Whatcom County Council hereby
agrees that the County and cities should utilize the attached UGA Review Schedule(Exhibit A)
to guide coordinated planning efforts for the UGA review. The schedule is general in nature, and
failure to strictly adhere to the schedule shall not be deemed to be a failure to comply with the
GMA.
