SPONSORED BY: Consent PROPOSED BY: Executive INTRODUCTION DATE: 11/26/13 Resolution 2013-051 REQUESTING COUNCIL APPROVAL FOR THE PURCHASE OF THE LABOUNTY ROAD PROPERTY FOR THE PURPOSES OF CONSTRUCTING A NEW WHATCOM COUNTY JAIL AND SHERIFF'S HEADQUARTERS WHEREAS, in June 2012, Whatcom County issued request for jail site property proposals in order to acquire a qualified property capable of serving as a site for a new jail to be constructed in Whatcom County; and WHEREAS, the purpose of the Request for Property Proposals was to obtain information and proposals on property that can serve as an appropriate site for a correctional facility; and WHEREAS, of the eleven properties submitted, three were reviewed in more detail and one was selected for consideration in the Supplemental Environmental Impact Statement (SEIS); and WHEREAS, the SEIS process has concluded and identified the preferred site as a qualified site for the purposes of constructing a new jail and Sheriff's Headquarters; and WHEREAS, the identified property, located at LaBounty Road and Sunset Roads, consists of approximately 40 acres and is sufficient enough to incorporate the site elements established through the Jail Planning Task Force; and WHEREAS, the agreed purchase price included in a purchase and sale agreement is $6,093,491 for the acquisition and related closing costs associated with the LaBounty Road property purchase; and WHEREAS, This appropriation will be funded through transfers to the Jail Construction Project Fund from the following sources: 1. $2.3 million from the REET I Fund balance 2. $2.7 million from the Jail Fund 3. $1,093,491 from the General Fund.
