SPONSORED BY: BROWNE PROPOSED BY: BROWNE INTRODUCTION DATE: NOVEMBER 12, 2014 RESOLUTION NO 2014-061 ESTABLISHING A PROGRAM TO ENHANCE THE MONITORING AND REPORTING TO THE PUBLIC ON THE PERFORMANCE OF WHATCOM COUNTY GOVERNMENT WHEREAS, Whatcom County Charter Section 1.51 states: "The executive and legislative branches shall engage in long-term strategic planning to establish organizational structure, priorities, and performance measurements" [emphasis added]. WHEREAS, identification, tracking, and reporting of relevant key performance indicators (KPIs) has been a valuable and common practice that has been used for performance measurement within the business community for years; and WHEREAS, recognizing the importance of performance measurement and monitoring, the Washington State Auditor's Office has created a Local Government Performance Center designed to help local governments evaluate programs and services, improve results, and communicate with citizens; and WHEREAS, the Whatcom County Executive and county departments have a history of adopting new programs designed to make government more efficient, including lean initiatives which focus on making incremental, continuous process improvements; and WHEREAS, the identification, tracking and frequent reporting of the right KPIs has been shown to help businesses, non-profits, and governments improve their focus on what matters most, while reinforcing the objectives and the principles of lean initiatives. NOW, THEREFORE, BE IT RESOLVED that the Whatcom County Council requests the County Executive create a program within County government to focus on the identification, tracking, and reporting of KPIs for Whatcom County government that: 1. Is expected to be of the greatest interest and value to the citizens of Whatcom County. 2. Is integrated with and reflective of the County's lean and other efficiency initiatives. 3. Is provided in an easy to understand format that is issued on a quarterly basis. The format of the report is yet to be determined but could be similar to the report provided by the City of Tacoma each quarter. BE IT FINALLY RESOLVED that the Whatcom County Council requests that the first report be issued no later than the first Council meeting in February 2016 and that updates be provided every three months thereafter.
