COMMITTEE ACTION: COUNCIL ACTION: 7/22/2014: Substitute amended and approved, forwarded 7/22/2014: Substitute amended and approved 7-0, to Council for approval Res. 2014-035 Related County Contract#: Related File Numbers: Ordinance or Resolution Number: Res. 2014-035 Please Note: Once adopted and signed, ordinances and resolutions are available for viewing and printing on the County's website at: www.co.whatcom.wa.us/council. 2014 Res\Plain Language Resolution Clean SPONSORED BY: CONSENT PROPOSED BY: BROWNE INTRODUCTION DATE: JULY 22, 2014 RESOLUTION NO. 2014-035 ESTABLISHING A POLICY FOR PLAIN LANGUAGE USE IN DOCUMENTS SUBMITTED TO THE COUNTY COUNCIL AND THE PUBLIC WHEREAS, acronyms (words or abbreviations formed from the initial letters of a name or phrase) are commonly used in business and technical writing to avoid repetitive use of long, cumbersome names or phrases; and WHEREAS, proper use of acronyms can enhance the reading process and foster greater comprehension and understanding of detailed information; and WHEREAS, improper or over-use of acronyms can cause readers to become confused, intimidated and disinterested; and WHEREAS, unidentified or confusing acronyms can lead to a lack of clarity, interruption of presentations, and may prevent citizens from becoming sufficiently aware of important issues, programs, and services; and WHEREAS, transparency in government cannot occur without the use of plain language in all communications; and WHEREAS, it is imperative that documents shared between Whatcom County agencies, departments, elected officials, and the public be clearly written and easily understood; and WHEREAS, the County Council wishes to encourage the production and submission of documents that are concise and readable by establishing guidelines for the use of acronyms for all future paperwork submitted to the Council for review and action or intended for public use. NOW, THEREFORE, BE IT RESOLVED that the Whatcom County Council requests that the Executive directs staff to prepare documents according to the following guidelines when the documents are submitted to the County Council or provided to the public: 1. Acronyms will only be used for words or phrases that will be repeated within a document. 2. The first in-text reference to an acronym will be written out, followed by the acronym itself written in capital letters and enclosed by parentheses. Subsequent references to the acronym can be made by the capital letters alone. 3. Acronyms will be presented in full capital letters (e.g.: DOH for Department of Health). 4. At the time of the County's website update, the County Council requests that the County Executive direct each department of Whatcom County to develop and maintain a list of Acronyms it uses. The list should be provided to the Executive's office, who shall compile a comprehensive list of acronyms used by the County Government. 4a. The list shall include the acronym, the meaning, and department that uses it. This list should be updated quarterly. 4b. The list shall be easily accessible by a link from the home page on the County website and from each department's individual public home web page. 4c. Each document produced by County staff for the County Council or the public shall include a link to the Acronym list on the County Website. 5. All County staff writing documents intended for distribution are encouraged to follow the "Federal Plain Language Guidelines" available at www.plainlanguage.gov.
