4 CALLING FOR THE ELECTION OF CHARTER REVIEW COMMISSIONERS AT THE
5 NOVEMBER 2014 GENERAL ELECTION

8 WHEREAS, the Whatcom County Charter calls for the election of a Charter Review
9 Commission to review the Charter in its entirety at least every ten years; and
10
11 WHEREAS the Charter was last reviewed by a Charter Review Commission in 2005;
12 and
13
14 WHEREAS, the Charter states that the Commission shall consist of 15 persons, with
15 an equal number of representatives from each Council District; and
16
17 WHEREAS, there shall be no filing fee nor shall there be a primary election for
18 persons seeking the office of Charter Review Commissioner; and
19
20 WHEREAS the term of office shall be one year and the member of the Commission
21 receiving the greatest number of votes shall convene the Commission at a time and location
22 to be determined; and

24 WHEREAS, the formation and operation of the Charter Review Commission shall be in
25 conformance with the provisions of Article 8 of the Whatcom Home Rule Charter; and
26
27 WHEREAS, in order to seek the election of a Charter Review Commission in
28 November 2014, the County Council shall submit a signed copy of this resolution to the
29 Whatcom County Auditor.

31 NOW, THEREFORE, BE IT RESOLVED by the Whatcom County Council that an election
32 of Charter Review Commissioners is hereby ordered for November 2014.

34 BE IT FURTHER RESOLVED that the Clerk of the Council shall budget for anticipated
35 operating costs and provide staffing for the 2015 term of the Charter Review Commission.
