2012 Project Budget Request #3 requests funding for the East Whatcom Regional Resource Center Fund:
(1) To appropriate $80, 000 to fund additional costs of the East Whatcom Regional Resource Center
project from a Public Utility Improvement Fund transfer.

ORDINANCE NO . 2012- 057
PROJECT BUDGET NO. 3 OF THE 2012 BUDGET
WHEREAS , Whatcom County previously appropriated $2 , 134 , 343 in Public Utilities
Improvement Fund funding in a project budget for the East Whatcom Regional Resource
Center project , and
WHEREAS , Facilities has discovered issues with the HVAC system that need to be
corrected to have a reliable HVAC system and complete the commissioning to receive LEEDS
certification , and
WHEREAS , LEEDS certification is required in order to comply with the terms of the federal
block grant which partially funded the project, and
WHEREAS , additional funding is available from the Public Utilities Improvement Fund , and
WHEREAS , Section 6 . 80 of the Whatcom County Home Rule Charter allows for project-
based capital budget appropriation ordinances that lapse when the project has been completed
or abandoned or when no expenditure or encumbrance has been made for three (3) years ,
NOW, THEREFORE , BE IT ORDAINED by the Whatcom County Council that the following
additional capital budget appropriation is hereby approved :
