This ordinance clarifies the inventory process and modifies the frequency of the submission of inventories.

8 AN ORDINANCE AMENDING WCC 1.10, PROCEDURES
9 FOR MANAGEMENT AND DISPOSITION OF COUNTY-OWNED
10 PERSONAL AND REAL PROPERTY

13 WHEREAS, Whatcom County Code section 1.10.140 establishes the duty to maintain
14 inventory of personal property, and
15 WHEREAS, Whatcom County maintains up to date asset records of its real and personal
16 property in the financial management system, and
17 WHEREAS, the Washington State Auditor's Office has recommend Whatcom County
18 update its asset policies to establish physical inventory intervals for each asset group, and
19 WHEREAS, Federal grant requirements dictate that Whatcom County physically
20 inventory assets purchased with Federal funds at least every two years, and
21 WHEREAS, the County wishes to achieve greater administrative efficiencies through
22 clarifying the Whatcom County Code requirements governing personal property processes and
23 reducing the physical inventory frequency of capital assets and small and attractive assets to a
24 biennial basis,
25 NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that
26 Whatcom County Code 1.10.140 is amended to read, in its entirety, as set forth in the attached
27 Exhibit A.

1.10.140 Duty to maintain inventory of personal property.
Each county department head shall submit annually biennially to the county purchasing agent an
inventory, current as of a date set by the property management committee, of all county-owned
personal-property capital assets and small and attractive assets. Capital assets and small and
attractive assets shall be defined by county administrative policy. The inventory shall identify
showing date of acquisition, cost, and if not purchased, the method of acquisition, current
departmental--custodianship and location of all assets and cost of capital assets. The annual date
of inventory submission will be set by the property management committee.

supplies held in stores annually in conjunction with year end financial reporting and shall submit a
copy of its inventory to the county purchasing agent_as of a date established by the property
management committee
Property held by the sheriff from a criminal investigation, seizure, forfeiture or abandonment shall
be exempt from the provisions of this chapter. (Ord. 90-126 Exh. A(part)).
