ORDINANCE NO. 2014-013
ESTABLISHING THE TELECOMMUNICATIONS SYSTEM REPLACEMENT FUND AND
RELATED CAPITAL BUDGET APPROPRIATION
WHEREAS, Whatcom County's current telecommunications system was put into service
approximately twenty (20) years ago in 1994, and
WHEREAS, all support for Whatcom County's current telecommunications system will end
on or before March 31st 2015, and
WHEREAS, the first phase of the project will include an organization wide needs assessment
and the development of specifications for a request for proposals, and
WHEREAS, funding for the first phase of the project shall be from amounts collected for this
purpose in the administrative cost allocation to all departments, and
WHEREAS, Section 6.80 of the Whatcom County Home Rule Charter allows for project-
based capital budget appropriation ordinances,
NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that a new fund is
hereby established effective February 11, 2014 titled "Telecommunications System
Replacement Fund". This fund shall be used to account for the costs and revenues of said
project, and,
BE IT FURTHER ORDAINED by the Whatcom County Council that a capital budget
appropriation of $100,000 is hereby established for the first phase of the telecommunications
system replacement.
